Regarding preschool education, Preschool Curriculum and Syllabus, Guideline of caring for children under three years old and teachers guide on preschool Curriculum were developed and published by the Department. These books are utilized as guideline for preschool education.

     The National Plan of Action for Children (2006-2015) laid down the following visions:

(a) Promotion of early childhood care and education

(b) Improving of all round development of children aged 0 to 8

(c) Modernizing the information management system

     The Department is drafting the law relating to the early childhood care and development in order to monitor, inspect, guide and provide assistance to the voluntary and private preschools in accordance with Child Law article 58 (a&c).

     Recently, the department is developing ECCD policy in collaboration with the relevant departments, INGOs, UN agencies working on ECCD considering environment, poverty reduction and other sectors. In doing so, the department formed a committee comprising various stakeholders including international consultants.
